You lose belly fat the same as you lose any fat on your body. CICO
Create a calorie deficit by reducing your calorie intake, increasing your calorie burn or both.
Cardio is a way to increase the amount of calories you burn. Increasing your daily activity in any way increasing the amount of calories you burn.
Most people have to reduce calorie intake somewhat.

Deficit is the only thing required, however that being said, I find that it's easier to create said deficit by doing more cardio. Any activity you do will increase your TDEE so obviously YES all that is required is less food but I maintain on 1850 with no cardio. I'd have to eat 1350 to lose 1lb a week and honestly I'd kill people lol3

It'll look more toned when you've lost fat. From being in a deficit.5 -
We shall see I have a pelvic tilt that I think adds to weak abs. I’ve been in a calorie deficit most of my life because I didn’t eat. NEVER had abs. So I think they is a little more to it... guess I will figure all this *kitten* out on my own because nobody has good answers11

If you have been in a calorie deficit most of your life, that means you were not eating enough calories and losing weight as a consequence.
Abs are just abdominal muscles. Everybody has them. Those who work them have larger ones. Those who are very slender, without excess fat over their abs, can see them. Those who have some extra weight/fat will not see their abs because it is covered by fat.5 -

Everybody has given you good answers - it's apparently just not what you want to hear.
You lose fat by calorie deficit - consuming less calories than you expend. You can't choose where the fat goes from first, that's determined by your genetic fat distribution pattern, and often the stomach/midsection is the last place you'll lose it from. There's no such thing as "spot reduction" from any particular area of the body and no exercise, food or supplement will change that fact.
Cardio can help establish or increase the caloric deficit, but other than that it does nothing to target belly fat. In fact, you'd be better off maintaining your calorie deficit through diet and doing strength training rather than cardio. It will strengthen your abs and possibly help make them look better when you finally lose the fat covering them (which, again, is done by calorie deficit).

Or if you're already at a low normal weight the answer maybe that you actually need to work your abs sufficiently so that they can pop up.
Though I have some trouble connecting needing to lose belly fat and having visible abs as there are usually a few intervening stages.2 -

Or maybe needs to recomp if she's 'skinnyfat'. It's quite possible to be at a normal weight and still be overfat.1 -
Cardio and working your core. Make some healthy choices: greens and less fatty meats.6

For the most part all the answers where correct. The one other component to that yout body muscle have adequate body mass to help give you a flat stomach. Without good muscle structure, you could be under weight and still not have a flat stomach.
And you were not in a deficit your entire life because if you were you'd always lose weight.2 -
