You'll get a ton of responses shortly with the same realization. You can't spot reduce. The only way to lose fat is to lose it all over. Set a goal weight in the healthy BMI range and eat at a calorie deficit until you reach that goal. Along the way, exercise isn't required but it will help you to build some muscle to replace the fat you're losing, which in turn will help you look more toned. It's a process, it takes time and patience. Although it won't reduce fat in those areas, the best exercise I can think of to build muscle in your back/arms/chest might be push ups, pull ups, dips. Body weight stuff. Learn them, practice them, and continue to do them until you're very good at them.3

How much are you losing each week and for how long?
Start strength training now. If you are losing too fast you are losing muscle too. You want to minimize your muscle loss during weight loss as much as you can. You can do body weight at home, etc
Look through the body weight routines in this link. Also if you decide you want to invest in some dumbbells there are dumbbell routines as well.

Get into the weight room and run a solid program...not just arms and back. Most beginner programs are full body with an emphasis on compound movements. You'll get a lot more benefit out of that than just doing arm curls and triceps extensions.

Please say that you have another 200lbs to lose? Otherwise that is far too fast for healthy weight loss.1 -
