Need workout advice.

on a 1490 kcal diet, do about 3-4 runs a week ranging from 4km to 10km.
on the odd occasion ill do some light weights, but not really.

so the issue is.... im an average weight, not fat, the issue is probably mainly my diet
got a mini spare tyre situation going on, its dissappearing, but ive lost a stone and its not gone as much as youd think
should i just up the cardio ?

or are there any specific workouts i should do to target that area,
not looking to lose much more weight, maybe get to 12 st

    oh and im not looking to get ripped or 6 pack abs or anything
    just in shape. so not looking to go crazy mad on ab exercise
