18 years old and sort of confused. Ive been eating at a caloric deficit and weight training 5 times a week 1 hour each or more and cardio 3 or 4 times a week about an hour each. Macros are counted as well but my arms mass size got smaller even though i got strongerr??? And also my abdominal area feels larger. Also my body fat% hasnt gon down a bit?? Im consuming about 1500-1800 a day. And it also seems i am at a plateu, as i can not seem to get in the 150's pounds

Measure your arms and belly and keep the measurements in a log.
If you are eating at a calorie deficit you can only lose, not gain, muscle. All the weight training will do is limit the muscle loss.

Strength gains, especially when just starting out, are not just in relation to muscle size.
The biggest adaptation initially is through neuromuscular adaptation - basically you get better at using your existing muscle. It's your nervous system improving.
Partly because you recruit more of your muscle fibres, partly because you make those fibres contract harder.
There's also the issue of improving technique and confidence in your lifts, same strength but able to lift more weight.
A weight loss plateau is a long period (you haven't mentioned duration) without losing weight and the biggest suspects in the short term are water retention from a new exercise routine or inaccurate food logging in the long term.5
