You just described my day-to-day wear. Being pear-shaped with not a flat stomach leads to usually a 2-6 inch gap in the waist band while snug in the hips.
I always thought torrid had cute clothes. Tjmaxx depending on the location might be a good try and that has the bonus of different designers so the styles will fit differently. Although if you see something in different size many times they don't have it in the size you want it feels like.0 -

I'm in the same boat. I have a large waist but not so large hips. In order to fit to my waist, the back of the pants look like I'm wearing a saggy diaper! I've had decent luck with TJ Maxx and Old Navy, and also second hand shops. There's one where I live in Cincinnati called Clothes Mentor that I really like. You can go straight to your size and find a really good variety of stuff there. Good luck!0
