technical issues with joining a group?

I've been trying to join a group, but every time I give my reasoning for wanting to join and hit okay, it gives me a message in red that says "you have to explain why ...". But I just typed that in, and still this message keeps popping up. The bugs section seems to have been moved, but I can't find the replacement support section. Is there some technical issue with this?
