Lower your body fat, it takes time and dedication.4

Also genetics. I've had upper abs so prominent that they show through a tight shirt but no matter what I cannot develop my lower portion. You can feel it and I physically do not have the ridges there between each section.
Not bragging. Just a reference. Some of us just aren't as blessed as others. But for yourself don't let it deter you because that may not be the case at all. Just keep up what you're doing4 -

Thank you! I’m really focusing on it now. I have upper abs but I need to lower my body fat % to get that last pouch to go away. This is my first time doing a cut with getting lean in mind.

Always the last and most difficult fat for me to shed too... Hanging leg lifts and oblique work will help them pop more but you have to get pretty lean and get rid of subconscious water to really see them. (dandelion root helps with the latter but only take it in the morning if you don't want to wake up 3 times a night to pee!)3

You just have to keep cutting until you get there. Depending on your genetic fat distribution pattern, you may have to get a lot leaner than you'll like to get your lower abs to pop. For most men, that area is the most stubborn fat and the last place you'll lose it from. You can't "spot reduce" fat from any particular area of your body.4 -

Thank you! I’ll try some of them and I’ll look into the dandelion root, that’s the 3rd time this week someone has mentioned it to me.

I’m thinking my 10 pound cut will do the trick. I’m very active and have been adding ab workouts throughout the day. Im going to get my body fat % here soon so that should help see where I’m at. Thanks again!

FWIW, your specific BF% will be a measure of your progress while cutting but it may have nothing to do w/your goal to actually "see" your lower abs.
My BF% as last measured by hydro in March was just 8.3% but, like @jessef593, while l've got a very distict 4 pack, there is no vertical center line division visible in my lower abs to actually create a distinct 6 pack.
So, I just fake it by keeping the waistline of my shorts/pants high when shirtless.
LOL!
Hopefully, you won't have this "problem."

I won’t be disappointed with a very distinct 4 pack and 8 % body fat0 -
Most actors and models have had various procedures to reveal their abs.
(Saw the crappy movie "Baywatch." Zac Efron is a case in point. His body looks positively surreal. Yes, you can see his abs, I think you can also see his internal organs.)0 -

Many actors and models also use steroids and/or PEDS (cutting agents) to get their physiques. Which changes the whole playing field compared to somebody who's natty.
When you see a skinny/joe average actor go from there to completely jacked/ripped in 3-4 months for a movie role, you can be assured it's not because he has a great Hollywood trainer/nutritionist. It's because he has a great pharmacist.3 -
I’ve never been able to develop the core below the six pack, it’s always been super difficult for me. I think it does have a lot to do with genetics. Ab definition is made by strength training but visibility comes from low body fat percentage. The good news is, once you get them, they are somewhat easy to maintain.1
