Missing persons report?

My disabled sister has been missing for 5+ days, and the police won’t let my parents file a missing persons report. They said unless they find blood, or have reason to believe she’s in danger, that they won’t file a missing persons report. I live in Oregon, and the police wouldn’t even go in her house during a welfare check to see if she’s in there. She had some people staying with her, and they were there two days ago, and told my dad she’s been “missing” for 3 days, but they aren’t there anymore. My mum was communicating with my sister 11 days ago through email, and then the emails suddenly stopped. My sister got $1,700 right around the time that the emails stopped, and my mum thought she’s was off spending that money, and ignoring my mum. We don’t know anything about the people that were staying at my sister house, and we think they were possibly drug users. If they wanted that money, they could have hurt my sister to take that money from her. The police officer acted like he didn’t care that she was gone, or could be dead in her house, and he didn’t care that she is disabled. I’ve been having a really bad feeling for about 10 days now, and I kept asking my mum to please go over to my sisters house to see if she’s okay, but my mum was really angry with my sister, and was refusing to go over there. I don’t know what to do. The police won’t let us file a missing persons report without blood, and she has never gone 11 days without talking to us. We tried explaining that to the officer, and he said that she’s probably just being a transient junkie smoking meth somewhere, and that she doesn’t want to talk to us. How can we get a missing persons report filed if the police won’t let us file it? I’m so worried about her, and I feel like something bad happened to her. She also witnessed an attempted murder about 4 months ago, and she’s supposed to testify against this guy that attacked her boyfriend, and split his head open with an axe, and a hammer. We are worried that something could have happened to her to keep her from testifying in the case, or those people staying with her did something to her, but I feel it in my gut that something is wrong. She’s never gone this long without communicating with me, or my parents. Does anyone know anything about this kind of stuff? How can we get the police to take us seriously, so we can file a missing persons report?

    I've never heard of blood evidence being required to file a missing person's report. :o That doesn't sound right. Hope someone here has some good advice for you. Good luck.

    I know, right? I told my mum exactly the same thing, that I’ve never heard of that, but that’s what the police officer told her. That they’d have to find blood, or some other evidence that would make them believe she is in danger before they’d let us file a missing persons report. I asked her, “So, a week from now if she’s still missing, they won’t let you file a missing report?”, and she told me she asked the police officer that exact question, and he told her, “no, not unless there’s blood, or some other evidence to imply that she’s in danger.” — I don’t even know what to think about any of this. I feel like my heart is racing a thousand miles per second, and my stomach is twisting in knots. I don’t know what we can do to get them to take this seriously, so they will let us file a missing persons report. I’m so confused.

    Something don’t sound right.

    Filing a missing persons report doesn’t have anything to do with blood or some sort of foul play evidence. That would be more along the lines of an assault report or complaint.

    Missing person is simply that. The way it works in NC is you can file the report at anytime. No longer do you even have to wait 24 hours. The jurisdiction will fall on the agency that the person was last seen by verifiable source.

    If the what you say here is correct your parents need to reach out to the state investigating body. Here it’s referred to as the SBI.

    I don’t think that they need evidence either, but there’s two police departments in my county. The Washington County Police, and the Hillsboro Police. The Hillsboro police never want to do anything, and there’s much drug activity there, they assume everyone is a junkie smoking meth. I need to find out what my state’s investigating department is, but I have no idea how to find out. I’ll have to try to google it, or something. I told my mum that that’s what a missing persons report is, is that the person is missing, and evidence shouldn’t be apart of it. Evidence is needed for a suspected assault, or homicide. The police officer was not very nice to my parents, and he acted like my sister isn’t even disabled, or could be in danger, and that she’s just a junkie getting high somewhere.

    My parents tried going over to her house 2 days ago, and the people that my sister had there refused to let them in the house, even though they aren’t on the lease, and they claimed my sister wasn’t there anymore, and had been gone for 3 days. So, my parents got the police involved to try to force their way into my sisters house to see if she’s there, because those people wouldn’t let my parents in the house.

    EDIT: Oh, and by the way, I heard my mum on the phone with the police earlier today as well. I know she is telling me the truth about checking on my sister.

    if hillsboro won't do anything, i would see what county or state will do. but if she is a witness who is supposed to testify, let the prosecutor know. i would imagine they will be motivated to motivate the police to find her

    i hope it ends well.

    i have also seen people go to FB. or call the local news station.

    I was going to suggest social media as well, if you feel you have completely exhausted the legal channels (police) and you really think she could be in trouble, I would start reaching out to news channels and blasting her face on social media. Dual purpose, more eyes to look for her and more pressure on the police to get involved.

    ^^Agree plus social media if necessary. Maybe the problem is your Mum is the point woman between "the one policeman" and your family. I would suggest you nominate yourself to contact the police, the DA's office and the media.

    No, the police don’t really know my sister very well.. why do you ask?

    I feel like he might've asked because I assume if a person is known to police as being someone who often runs away (or something like that) they might not take it as seriously at first...?

    Correct. I have some relatives who are well known to the local PD where they live and most times their initial response is similar to what the OP stated in terms of not really wanting to investigate since it's assumed they're partying or laying low for a while. But, as stated, call the county and request a welfare check and file a missing person's report. I believe that if she's living in a rental unit, a request could be made of the landlord/management as well. Would take at least 24hrs to do it though because of legal notice to tenant.

    Thank goodness! I'm so glad she's safe.

    This might seem like a minor consideration given the worries you've just had, but make sure she gets her name off the lease or rental agreement on that house, or she may be liable for all the damage. She might be anyway, but the last thing she needs is legal trouble over some nonsense where she was actually the victim.

    Thank you for the advice! I will definitely let her know that she needs to do that. My sister has some mental disabilities, and this experience has proven to me that she’s way too trusting, and bad people take advantage of her. I think she needs to live in an assisted living arrangement, because I don’t think she can live alone after all this. She almost got killed, and it’s all because she’s way too trusting of people.
