Knee Issues - Cold Laser Therapy

I've had an on/off (mostly on ) knee issue for several months.
I had an MRI and the surgeon confirmed there is some meniscus "abnormality".
However, he didn't want to operate again at this stage (I had a meniscectomy on that knee a few years ago) as he didn't think that was the problem but rather more likely "runners knee".
The doctor prescribed anti-inflammatories, some basic exercises and laying off running.
That hasn't really helped as it still flares up when I do anything thing on it beyond short walks.
I'm now seeing a physiotherapist who has started a course of Cold Laser Therapy and told me to cut out all lower body training except low(ish) weight leg curls and extensions every other day.
Has anyone got any experience CLT? Does it work to reduce swelling? I can't really get me head around the science of a laser I can't even feel reducing swelling around the tendon?
BTW I'm not paying anything for the treatment(s) it's all covered by our government health service here in Sweden.
In all honesty I just want to be able to run and lift again without being limited by my bloody knee.

More to the point I guess are there any physio' s on here that could suggest a rehab resource?
Or should I try an other physio?
Most things I've read talks about stretching quads, while strengthening glutes and abductors and he has me doing none of this?0
