Losing inches is better than what the scale reads. Don’t you think?

But does that mean I’m losing fat?

Inches and pounds are 2 different metrics. You can't compare them.

No necessary. It means you are losing volume - this could be (probably is) a mixture of fat and muscle (which is bulked out with retained water). If you are dieting at a heavy deficit and not doing strength training, you are probably losing muscle as well as fat. If you are strength training and dieting at a reasonable deficit, you are probably losing more fat than muscle.

But without some very fancy and expensive measuring devices, it’s impossible to know.
