It depends on what you mean by "gain after losing".

If you're just new to weight loss (first month), then it's absolutely normal for weight to fluctuate up and down by a few pounds over a day or a few days, even when the overall weight trend over weeks to months is downward. It's especially common for pre-menopausal women to see weight changes related to their menstrual cycle (and it happens at different times in the cycle for different women).

Several things can cause perfectly normal increases in water retention (water weight): It's how healthy bodies work. Things that can temporarily increase water retention are the menstrual cycle thing, starting a new workout routine (the retained water is helping with muscle repair), eating more salt/sodium or carbs than usual (even if it's a perfectly healthy amount, and within calorie goal), anything requiring healing (even sunburn and minor infections), and more. The water weight can hide your continuing fat loss on the scale for a short time, but it will eventually drop off. There's no need to stress about water weight.

If your regain has been happening over a longer time period (i.e, you lost weight for a few weeks, and have been steadily gaining for a few weeks), then something else is at work. It could be overlooking something(s) in food or exercise logging, a medical condition, etc. We would need more information in order to have ideas what that issue might be.
