Mine is set at 1 pound loss per week.
1,970 calories / day is my target goal
2,289 calories burned / week is my target for workout for 5 workouts 60 minutes
If I walk 60 minutes today, do I get to log that today as calories burned which will give me extra calories to eat today, or do I have to wait till I exceed the 5, 60 minute workouts that is in my goal before I can start getting calorie credits to eat?

The goal you input doesn't change your calorie goal. You should add your walk as well as other exercise you do, regardless of the weekly goal you entered.2

If you used a TDEE calculator, then you don't log your exercise, it is already included in your calorie goal. Using TDEE spreads your exercise calories out over the week.
If you used MFP to get your calorie goal, you are supposed to pick an activity level that includes your normal day to day activity, but not your purposeful exercise. Then you log your exercise and eat back those calories, so you eat more on days you exercise.3 -

I just went back in and set 0 workouts and 0 minutes and my 1,970 cal per day target did not change. Thank you.0

The MFP profile setting for number of workouts & workout minutes is only used in the exercise diary, as a goal against which to track your actual exercise minutes. As you discovered, it has zero effect on calorie goals.3
