Losing Inches in Unexpected Places?

So I've been trying to lose weight for almost a year now.
To be honest the first 8-9 months of my weight loss journey was done very lazily, i.e. just counting calories.
But since May I've been trying to up my exercise game, by putting in at least 30 mins of cardio, and some form of weighed exercise.

For the last month in particular, I've been heavily focusing on my legs, butt, and arms.. as those are areas on my body I find to be particularly fatty/self-conscious points.

However I've noticed that instead of losing inches in all the areas I was hoping to, I'm losing them elsewhere.

For example, my waist has gone down 3 inches in two month and I do nothing to help that out (outside of eating better).. but do alternating arm and leg days and lost an inch on my hips, none on my thighs, and none on my arms.

Don't get me wrong. I'm happy that I'm in general losing weight/inches on my body as a whole. I was just kind of hoping for at least some progress on these areas.

Any tips or insight as to why? Am I just being impatient?

I'm more than happy to provide any additional information.

    Something that I learned a long time ago is "last on, first off". Basically meaning the last place your body put on the fat is the first place you will lose it from. If you continue losing fat you'll eventually begin losing fat from the areas you were hoping to lose it from in the beginning. That said, congrats on losing the inches you've lost already!! Best of luck reaching your goals :)
