Ladies Chest measurement?

Hi, am new here and was wondering for the chest measurement do you measure under bust or include it.

    Your underbust and your busy are two completely different measurements. Bust is bra on, across the fullest part of your boobs. Underbust is, well under your busy, across your rib cage beneath your boobs where your bra band should sit for a PROPERLY fitted bra.

    For the chest measurement it’s asking simply for across your boobs, fullestt part.

    For what purpose? If I'm measuring for clothes, I measure my bust. If I'm measuring to track my progress for health purposes, I would care more about the chest (just under the bust), but as long as I've got a tape measure out, I might just go ahead and track both (as separate measurements, chest and bust).
