What's The Difference Btween a Good "Bad" B Movie & A Bad "Bad" B Movie?

Some movies are so bad, they achieve cult status, and go on to become classics. Others are just plain bad, and quickly fade into obscurity.
"Plan 9 from Outer Space" and "Manos: The Hands of Fate" are two old school examples of movies that are so bad, they achieve cult status. A more recent one, IMO is "Jeepers Creepers".
If you were going to create a binge watch list, what others are out there?
(Note: they don't have to just be of the "horror" variety.)
