Question for people that cut weigh. (fighters, wrestlers)

I'm in a weight loss challenge at work and I've been losing about 3 pounds a week. The challenge ends on 8/30/13 so I have 3 weeks left. I found out that the participant that's in the lead has been taking metamucil and diet pills along with exercising the whole time and has lost 14% of his body weight. I don't have a problem with this. I don't feel like he's cheating because I could have done the same thing, but I don't want to as I plan to continue my eating habits after it's over. But after finding out that he's doing that I would like to see if I can be a spoiler and beat him anyway.

I weigh in tomorrow and I expect to wiegh in at 198lbs. After some calculations I figure I need to get down to 170lbs to beat him.

My question is can I lose 28lbs safely in 3 weeks?

I know I can cut at least 10lbs of water weight the day before the weigh in but I'm not sure I can lose 6lbs a week for 3 weeks straight.
