Is there a large difference in losing the two types of fat? Will continuing CICO with the same calorie deficit keep the speed of weight loss?

Er, what do you mean by "hard fat" and "soft fat"?3

No idea what you mean, but just keep eating a little less than needed to maintain your weight and the fat will drop off.2

Usually when people talk about hard fat, they are talking about having fat but not being jiggly. For example, a guy with a big belly that seems to be firm, not soft. Usually that's because his midsection is full of visceral fat (the fat that packs around your organs.) Visceral fat is the first to burn off and once it is gone, it's common to end up really jiggly because you still have subcutaneous fat, the fat that lines the skin.
Bottom line, you have to have a calorie deficit to burn off the fat, no matter which kind it is.
As far as keeping the same deficit in order to maintain the speed of weight loss, that more or less works if you look at the loss over a longer period of time. But usually as people get leaner, they hit a point where they don't want to cut calories further or possibly increase activity more, so they decide to accept a slower rate of loss than they did when they starts. In other words, if you're losing 2 lbs a week to start, don't assume you can stick with that all the way to your goal.13
