Doesn't seem to add up, but not sure I can recall / rebut the parts that don't seem right.
So I'll put it here and let the community tear up the bad science the confirm the good.
And explain why?

I thought someone would have a comment on this blog post on my local YMCA FB page....1 -
It's just so densely filled with stupid, that it's hard to comment, and it's so stupid that I don't think it's worth it. Some of the text has merit, but it's taken out of context, exaggerated, they are mixing causality and correlation.9

You put into words what this engineer couldn't.
I couldn't quite come up with the words to describe the impression left on me. Truth and stupid so intertwined that it's largely useless text.

I agree with his point on spirituality. Fasting is a very effective tool to focus - the scientific rationale behind this being a process of elimination of non-critical issues towards critical issues.
Establishing timing is obvious - implementing a process within environmental constraints. As to the health benefits this is provably false. The author is conflicting long term consequences of behavior (which are co-linked with obesity) with short term behavior. There is no truth to improved fat burning in a fasted state.
This assumes that biological mechanisms operate independently as a supply chain operation in a factory might. Biological systems operate in a continuous manner based upon stimulus.
The author presumes that insulin acts as a primary driver in this process. Objective evidence shows this to be a secondary actor at best.

It is a 10,000 foot paraphrase of both of Fung's books - The Obesity Code and his fasting manual - both of which have been proven over and again to be complete junk.6

When we are not eating as much, insulin is not burning much energy in the process of trying to convert sugar into energy or storing it. We put a lot of pressure on insulin by eating often, which can lead to insulin resistance as mentioned before.
Wow, just wow. Those are not even sensible English sentences, let alone sensible ideas. "Insulin is not burning much energy in the process of trying to convert sugar into energy" - what the heck? "We put a lot of pressure on insulin by eating often" - huh?
I'm not sure it even makes sense to criticize the science when the words themselves are pretty much a train wreck. (Unclear writing is usually a sign of unclear thinking.)
And this was written by your Y's "Program Director for Health & Wellness"? Oh. My. Goodness.9
