I’ve been exercising and diet yet I feel like I’m gaining weight and not losing. I got on the scale and it says I’m 3 lbs heavier.

First, new or increased exercise will cause water retention which shows on the scale. It's temporary.
Second, are you tracking calories? If so, are you using correct entries and a food scale?
Losing comes down to calorie deficit, if you're not sure how much you're eating, then you don't know if you're creating one.4
