Shrinking the waist

Soooo I technically want to shrink my waist and stomach and keep my hips and thighs and chest the same. How can I do that without losing too much from my hips/butt area?

Fat loss comes from consuming less calories than you expend, and unfortunately we're not able to "spot reduce" fat from any particular area of our body. Exercise can help the muscles hiding beneath the fat, but it does nothing to reduce/remove the fat itself.
Our fat distribution patterns are determined by our genetics, and no diet, supplement or exercise can change that.8 -

I would definitely start strength training. While you won't be able to control where fat comes off, you can retain muscle as you lose which can help give you a certain shape and body composition. In the end if you get to goal and genetics does not give you what you want, you can build up the lower body and lats which can make the waist appear smaller (keep in mind this can take years of focused consistent training, but it is possible).1 -
