Trouble reaching goal

I’m 5’7” and currently 163 pounds. I’m almost 49 and quite fit. I walk constantly, usually about 25 km/week and I use my Concept 2 rower at least twice per week (usually 40 minutes). I also swim for 90 minutes once per week. I have my calorie intake set at 1350 and I’ve tweaked my macros to increase protein and reduce carbs. I log my calories honestly. I can’t get below 163 no matter what I do. I should be dropping about 1.5 pounds per week, but I haven’t budged for three weeks. I started at 171 pounds and lost the first eight pounds very quickly. What am I doing wrong?

Do you use a food scale? Is your exercise new to you?

Lack of progress on weight loss is usually a food logging issue. Would you consider making your food diary public? Maybe we can identify an issue you haven't noticed.
At 5'7, 163 pounds, you should be losing easily on 1350 calories.2
