If I enter a recipe in MFP, how do I go about making it public that my friends can access it and save it. Does my diary have to be open to public as well?

You cannot currently make a recipe public. (If you use the old recipe builder on the web, it will ask you to share the recipe, but they're been doing that for years and have never rolled out the shared recipes database, so I see it as a waste of time).
What you can do is log the recipe in your diary, and if your friends have access to your diary (which you can accomplish my making it public; making it available to friends and then "friending" your friends on MFP; or setting it to be accessible with a password, and giving your friends the password. Then they can copy the meal in which you have logged the recipe, and then it will be in their recent foods to log again.0
