How to set a goal

I'm 5"4, and weighed about 123 in high school and college. After my first son, I skyrocketed to 163. I have a very small frame, so that was a LOT on me. I set a goal to get to my pre pregnancy weight after my C section with my second son.
I have reached that goal, but I still feel huge and floppy. How did you set a goal weight? How do you know what your goal weight should be?

I picked the top of my healthy BMI range.
When I got there I still needed to lose more to feel and look the way I wanted.
That's when things got real.
I'm now at 21-22 BMI, I look and feel good at this weight. It was my healthy weight in my early twenties.1 -
I picked my weight in high school. I started gaining weight in college so high school was the last time I was at a healthy BMI. I figure once I actually get there I can reassess.
But if you feel “huge and floppy” at 123 maybe you need to look into doing strength training to gain some muscle more muscle mass. Losing weight isn’t the only way to improve your body and change how it looks.3
