Depends on your goals, I guess. What are you trying to achieve?

I would cut/lean out first. Once you get lean enough you can think about bulking or gaining if you wish.

No your arm isn't defined at all. You would be looking to see the separation and division between the various muscles of your arm not just a bump where your bicep is.

No, they aren't. If that is your goal, keep cutting.

Honestly? To me, they don't look defined. Defined muscles would actually show separation and division. They look like they've still got too much fat on them.

I think it looks like you have a good base of muscle. If you want to look leaner then you should cut. From there you can decide if you want to bulk to build more muscle.

Cut definitely. Implement a moderate deficit and track your sodium and water intake to isolate any variables.

Ok so cut it is .... But I don't know why I have fat on arms but I'm getting smaller in waist etc. I can see I'm loosing inches and weight by clothes.

looking leaner and more defined = cut.

You would want to be fairly lean before starting a bulk cycle because you will put on both muscle and fat. I'm not sure what the BF% for women is...for men it is typically sub 10%...I'd say for women it's probably 18ish% BF before running a bulking cycle.

You look like you have a good base of muscle, so continue to lift to preserve it and cut to get more definition.

I hit 20% before attempting a true bulk cycle
