NY Goal - Bulk Up and Gain Arm Muscle and Abs. Any AP's ?

This December, I've started going to my fitness center and working out a bit. I'm trying to gain visible biceps, triceps and get rid of belly fat and maybe gain some abs.

Anyone with a similar goal? Would like an Accountability Partner or a group so we can help each other out.I'm a beginner, so still figuring out what routine works best.
