Insulin and calorie surplus?

Earlier on, I made a post about my insulin resistance and CICO. I got very helpful answers explaining that CICO still applies to insulin resistant individuals with high levels of insulin. I definitely believe it at this point considering I've lost weight and have been making sure that I stay in a calorie deficit. I was eventually diagnosed with PCOS by the way.
Anyways, there is a follow up question that I have though. I've been considering doing some lifting and a bulk. Do high levels of insulin have a different effect on things when it comes to a calorie SURPLUS? In other words, if someone with high insulin who's insulin resistant and someone with normal insulin who's not insulin resistant were to both go on a bulk/surplus, would the individual with higher insulin who's insulin resistant put on more body fat as opposed to muscle?
