Noob gains: over again?

I have some problems keeping up working out regularly. International moves, depressions, etc...

For some reason I seem to be getting most gains by working out, stopping for 2-3 months, and starting out again. In the meantime my strength goes down though and I can't do a push up, etc. anymore. Note that gains are not really my aim as I want to become stronger, not more muscular.

Anyone experience this as well?
