How does a 30 yr old woman 130lbs 5'4 get strong/cut?

I am losing weight and have the diet part down. But I dont know how to lift weights to get strong. I dont know where to start I just know I want to build muscle and strengthen everything up and not be skinny fat.....

Pick a progressive lifting program. I personally like StrongLifts 5x5.2
