Still not losing

I have tried keto... did 31 days.. and lost water weight. I have been doing low carb and 1300 calories a day now for another week (planning to continue). I run 4 miles 3xs a week and do beachbody workouts or cycle... working out 4 or 5xs a week.
I am overweight and cannot lose the weight!? If I eat more, I gain.. any ideas??
