Am i a freak ?

I’ve got two rows of abs instead of 3 that I see on most people how can I see another row of abs ?

Not everybody can achieve a "six pack" no matter how lean they get. It's genetics and is based on tendinous intersections on the rectus abdominis.
"You actually have a genetic limit to how may 'packs' your abs can reach. Once your abs are sculpted enough and fat content is low enough, the definition of the rectus abdominis will begin to show. As I stated above, these muscles are made of two parallel muscles, but what makes them appear to be either 4, 6, or 8 muscles, is the number of bands of fascia, called tendinous intersections. These are bands of connective tissue that function to keep the muscle in place to continue performing its’ specific function. They run perpendicular to the muscles, and create that indent you see on an athletic person. Think about how a rubber band wraps around your hair; it holds all of the strands together and also creates an indent where it is tied.
So how exactly do your genetics determine which pack of abs you’ll have the ability to achieve? People have been found to have anywhere between 1-5 tendinous intersections, although 3 is the most common. If you’re born with only two tendinous intersection through the rectus abdominus, you will at most, be able to achieve a four pack. If you’re born with three bands of fascia, you would be able to reach a six pack. And last but not least, if you inherit four bands- you guessed it! You’d be able to achieve eight-pack! Interesting, right? Even Arnold Schwarzenegger couldn’t crunch his way to a six-pack."

Just get lean enough (you seem lean enough) and you will know. Keep in mind - that some people who do have those 3 intersections still mostly have a "4 pack" because the top intersection is so close to the top, near the ribs, that those abs often get overlooked. If your abs appear solid from the bottom section down and you are relatively lean in the pubic area I'd assume that either you have that close to the top intersection or you are just going to have to learn to be happy with that 4 pack. I still have a bit of fat on my belly I believe I have the genetic ability to have 3 intersections look
Obviously it’s a rough sketch but u can feel a third intersection when I tense I think that it’s just covered by fat and I need to get leaner0 -

I know what you're talking about, cause I have the same issue. That lower abdomen area is hard to lose. I went from 240lbs to 158 and I still have some fat in the same area. I can't cut much more and I'll just have to live with it or look for other ways to remove it.
What's your height and weight?

Structurally, genetically, some people (myself included) can not achieve a "crisp" looking set of lower abdominals
Not that it's the end of the world or anything freak-ish about that
In good company - it's arguable Arnold didn't have a particularly good set of lower abs:
