I've read over and over that one can't build muscle while in a calorie deficit.
I've been lifting weights for about a month while in a deficit and am steadily able to lift heavier weights with more reps.
I'm confused.

Increasing strength does require building new muscle. You can teach the muscle you already have to lift more efficiency while in a deficit.5
