Looking to loose 10-15lbs by April 28, 2019 if possible

I have a cruise I'm going on at the end of April and I would like to loose most of the weight I want to, if I'm able. At the least I would like to loose 10+ pounds. I'm 27 years old, female and I'm currently at 170lbs. My goal is 135-140lbs, I know the BMI charts and such recommend less, but I think for my body type I set my goal correctly.
There's a few things to know though:
- I work two jobs (so I don't have a lot of time to exercise). I work in a grocery store as a produce associate and I work as a banquet server for my other job. I get maybe 30 minutes in between and around 1 hour if not less before I get home to sleep. I don't work everyday at both jobs, but most days I do.
- I think I may have hypothyroidism, but I'm not sure. I haven't had the money to go get tested to find out for sure. So I think my metabolism is off.
- I'm on a budget unfortunately; so, I'm not able to afford steak, salmon, or stuff of that nature.
I'm open to any suggestions. I really would like to loose weight, but I'm not sure how to. I've attempting dieting before (keto, calorie counting, etc.) and did not succeed. I've attempted to cut back my eating (not a whole lot), but the scale does not budge. I probably eat around 1000 calories a day, give or take a little. I don't usually eat breakfast and for dinner at my second job we eat leftovers from the banquet that was served (usually a protein, most likely steak, and a veggie like broccoli). I don't always eat there. When I don't I eat at home and it's usually chicken and green beans that I baked.

Suggestions: get a food scale, weigh your food, use accurate database entries when you enter you food in your diary. You don't need to exercise to lose weight necessarily, but if you're not weighing what you eat you can't be 100% sure how many calories you're eating (and I hope you're underestimating because 1000cal is super low, 1200cal is the bare minimum suggestion for women).3
