Gain weight or lose weight?

I’m currently 5’11 and 180 lbs. however I’m more fat than muscles, I’m currently trying to get more lean and muscular. But I also want to lose fat. Should I be eating a deficit and lose weight?

    either a cut/ bulk cycle, or a recomp. Ive been doing a recomp, but its a very slow process
