Building muscle eating @ maintenance?

Can I build muscle eating at maintenance? I want to build my butt but my belly is fat so I dont want to eat in surplus and store more fat if that makes sense.

Yup agree with recomp above. Also would recommend following a lifting program like Strong Curves for your goals.2

Sure especially if you are untrained. I suggest a hypertrophy program with auto regulation that focuses on deadlifts and squats for optimal results.2
