Hi 👋🏽 I currently weigh 124 pounds and am 18 years old, 5 foot 6 1/2, Currently at 27% body fat. My Main problem is I dont have enough muscle that is adequate for my age. So Should I focus on trying to lose weight (cut) and risk losing muscle? Or should i recomp? Eat at maintenance, lift heavy?

Ive tried the bulking thing and it’s not working for me- way too stressful.

Recomp is a good option if you don't have a time constraint.

I would ask, what is your lifting program, especially, if bulking isn't working out for you. Because overall, your lifting program will drive the majority of the results.

Also, if you don't have an issue, i will combine this thread with your one in the bodybuilding section. Overall, those are the people who will provide the best inputs as many of us have done it.

Strength training 5 times a week. About an hour and ten minute session.
    Monday: overall legs.
Tuesday: biceps/triceps Wednesday: glutes Thursday: shoulders/back Friday: chest/overall upper body
    Saturday: ab workout (25 minutes)

    Sunday: quick 20 minute sprint

    Warm up.
And 7-10 minute row for warm ups on days I do upper body

And 15 minute warm up stair climber on days I do lower body.

    Every day. Monday-sunday
Every day before I wake up I do: 100 squats, 30 push ups, one minute plank, and 30 v ups.

Have you tried a full body lifting routine? It would be better to hit all major muscle groups 2-3x/wk rather than once.
