Where to begin

I'm on a journey to make a change. I quit smoking and my body has decided to blow up like a balloon and pack on 30 lbs. I"M MISERABLE...
I just recently had surgery on my elbow so strenous workouts for arms is a no go for me. Where would you start?
I've cut out pasta, potatoes and soda already. I eat a ton of green veggies and lean meats. Still not losing weight. I"M STUCK
