Flabby

So I’ve been working out and watching my calorie intake. I’ve been gaining muscle but chest is starting to look more flabby n saggy. What am I doing wrong

    Calories in must be less than calories out.
    Over time you will become leaner, but you cant choose which part of your body to lose the lard from first. Your body does.
