I have been eating healthy and been very active for some years now. I even drink almost a gallon of water daily. I also do high intensity workouts. I don’t know what else to do.

Genetics dictate where you lose your fat from and sadly for a lot of people that means it comes of the areas we want it to last.
- High intensity workouts are good for cardio health - but do not guarantee weight loss from any area, or weight loss at all for that matter.
- Eating healthily is good - but doesn't mean you're in a calorie deficit.
- Drinking a gallon of water per day - may help you hydrate, but does nothing directly for weight loss.
You need to ensure you are in a calorie deficit by eating less than you burn.

Strength training would be beneficial for improving body composition by helping you to maintain muscle whilst you lose weight so that as you lose fat your muscle remains and becomes more visible.

I agree with the above. Try doing some strength training with your workouts. I also always try getting in at least a 10min ab workout every day after my workouts and its helped a lot with my stomach area. Obviously if your sore from an ab workout make sure you rest it and focus on another area.3
