The title is kind of self-explanatory.
I don't so much want to gain a whole lot of muscle of anything, I just want something to go in conjunction with my diet to lose fat around the upper arms.
Thanks in advance!

Unfortunately you can't spot reduce fat. You just need to keep eating at a deficit and losing weight and it will come off there eventually.3

Unless you are a extreme responder to resistance training which is very rare, you won't gain a whole lot of muscle. You would already know if you were sensitive to training.
Resistance training has many health benefits. Strength and quality of life are two very important examples. Those who resistance train 2-3 times a week have a 23% reduction in all-cause mortality as well.
I suggest you resistance train your entire body as you continue to lose weight. This will help retain lean body mass and help you achieve the tone look you would like.7 -

I am assuming you are a woman by your comment, sorry if you are not. But women do not produce enough testosterone to get big muscles. Tbose bodybuilding women take stwriods and tons of drugs. So stop thinking pushing hard with weights are going to bulk you up. To aid upper are developement I would hit shoulders, biceps and triceps.0

get some dumbbells or resistance bands and do bicep curls and tricep extensions and some shoulder stuff - you google things on YouTube that show you how to do the exercises.
You won't get bulky muscles. It's a lot of very very hard work for a woman to get bulky muscles unless she is genetically blessed to grow muscles, or she takes drugs. And even then, it's still hard work because still need to work out to make the muscles grow and get bulky.0 -
