Not getting enough vegetable proteins

I'm currently trying to eat a more protein rich diet (40% protein, 35% carbs, 25% fat) and find that I really struggle to even come close to meeting my daily goal.
Here's the catch - I'm primarily a vegetarian although I do try to eat fish several times a week and I don't really eat soy and tend to stay away from dairy.
I eat a clean, nutrient rich diet with all the veg friendly protein options such as beans, quinoa etc and supplement with protein shakes.
How does everyone else meet their protein needs while staying away from soy & meat?
