I have a question I’m very confused about calories in versus calories out. Say I burn 2800 cal throughout the day that includes steps and exercise and I eat 1400 Is that the Deficit I should be looking at or is it active calories just calories burned during exercise . I have two different things on my Apple Watch.

I don't know about apple watches, but if you burn 2800 calories for the day (including exercise) that's your TDEE (total daily energy expenditure)......aka maintenance.
If 2800 calories is accurate, you need to eat 500 calories less than 2800 to lose 1 pound a week. Your current numbers are: 2800 - 1400 = 1400 deficit.
That's a HUGE deficit; like 3 pounds a week territory if you did this every day. For healthy, sustainable weight loss, your weekly weight loss goal should be no more that 1% of your current weight.5 -
Here's a link for Apple Watch users........https://community.myfitnesspal.com/en/group/105890-apple-watch-users1
