Saw this at reddit and many say from personal experience you can, some say you can’t.

Some of both.
By in large, width at the hips is determined by your bone/joint structure. Nothing you can do about that. But you can slim/tone/build/whatever the tissue in those areas... lose fat, build muscle. And that can influence your shape.
On a related note, you can also build/shape/slim/grow other parts of your body (lats, shoulders, etc) to help with proportions. This can help make certain parts of your body appear bigger/smaller than they are.10 -
