Lose weight first?

I’m 18lbs from my goal weight of 140lbs(5’5) During this weight loss journey I’ve pretty much lost my behind. Almost flat as a pancake
my question is do I just continue focusing on losing the weight and then start working out OR start incorporating strength exercises now? Will it be a waste of time while eating at a deficit?

Whatever you do start lifting now (or yesterday if you can
) this helps preserve muscle as you get to your goal. If you weren't stimulating your muscles while you started your weight loss journey you likely lost muscle (including your behind unfortunately).. but not to worry you can turn it around.
How tall are you? If you are a healthy weight for your height I would look into recomp .. maintaining your weight to lose fat and build muscle over time.
Whatever you are doing.. more weight loss, recomp.. make sure you are following progressive lifting program with focus on glutes since that is your goal. And get adequate protein 0.8-1g per lb goalweight/lean body mass6 -
You could have introduced the exercise on day one.
