Lose weight first?

I’m 18lbs from my goal weight of 140lbs(5’5) During this weight loss journey I’ve pretty much lost my behind. Almost flat as a pancake :( my question is do I just continue focusing on losing the weight and then start working out OR start incorporating strength exercises now? Will it be a waste of time while eating at a deficit?

    You could have introduced the exercise on day one.
