Disregarding all charts and everything else mentioned.
There are many ways you may be able to increase strength.
But there is only one way you can increase weight.
So it is pretty obvious that the only way you can reach your goals is by bulking.
Now you need to pick 'dirty' vs 'clean' bulk, i.e. define the rate of weight gain and relative amount of fat gain you're willing to accept.3
