Always drink a ton of water, it’s said so often but truly makes a difference. Cardio is best to lose weight but try incorporating cardio in games rather then the gym such as sports, or outdoor activities2

Be patient. Find something you really enjoy, but start slow and build up gradually. Most of my life I would get into a cycle of jumping into an exercise program with great enthusiasm. I'd work my *kitten* off. In a very short while I'd end up either injured or burned out. So I'd do nothing for months. Then I discovered hiking and it was something I really enjoyed. Since I lived in Arizona, I had no choice but to start slow and build up gradually. I adapted to the heat and got more fit and was able to do more, which led to more enjoyment, which led to longer and longer hikes. If I'd started with a 20 mile hike, I wouldn't have lasted. Starting with 3 mile hikes, I continued hiking for the next 30 years.1

He is 16 and potentially still growing. He needs to talk to his pediatrician before changing anything. I’m not sure what “a little overweight” means here. But it’s so easy for teens to end up with eating disorders. I would discourage a teen from counting calories unless under supervision from his doctor.
As far as fitness is concerned what types of physical activity does he enjoy? Does he have specific fitness goals? My kids enjoyed trying different activities (tennis, running, swimming, etc) and each settled into different activities. Your local community center may have scheduled activities if he’s looking to try something new.1 -
As a male at age sixteen your endocrine system might as well be entirely performance enhancing drugs.
Get under a barbell and follow Starting Strength, Stronglifts, or another linear progression program.
These strength gains will help you through the rest of your life.2
