My body burns 1200 calories a day and I do cardio for about an hour 5 days a week, I don't want to gain or lose weight but I want to have abs and build my glutes so my question is am I supposed to consume 1200 calories a day, less calories a day or more calories?

Set your calories to maintenance on here, eat back some/all of your exercise calories and keep track of your weight over time to make sure you aren't losing/gaining.
Follow a progressive lifting program with focus on glutes (something like Strong Curves) and be patient3 -
You'll need to be aware of your body-fat percentage if you want visible abs. It won't matter how much you work them, if you have over a certain percentage of body fat you'll never see them.

You cannot build muscle on that much of a calorie deficit while simultaneously doing absolutely zero resistance training.4
