Will going over my carb intake with foods like fruits/veggies, chickpea pastas, prevent me from losing fat in the abdominal region?

No. For weight loss, it's all about calories. If you are in a calorie deficit, you will lose fat over time. You can't control where the fat comes from, and for many people the stomach is the last to go.
Macros can affect satiety and sustainability (how easy or hard it is to stick to your calorie goal) and different macros work for different people. They can also be useful with health and fitness goals. But they don't directly affect weight loss.3 -
Your body loses where it loses. Going over carbs doesn’t have anything to do with it. Eating less calories than your body burns is how weight is lost. You can’t spot reduce from exercise or from where your calories come from.2
