Confused about what my goal should be

I'm 5'2, weigh 117lbs, and 18 years old. My BMI and weight is actually fine - but my body is so flabby, I have a huge stomach, my thighs are pretty big, and just lots of excess fat everywhere. So i'm pretty sure I need to gain more muscle, whilst still losing weight right?
Because at the minute when I get to my goal of 110lbs I'll still have way too much fat, so what weight should I actually be aiming for? Or what body fat percent? Inches? I have no idea!

    Considering that you're not overweight, you should focus on BF%. With your current weight, you won't likely get more muscle at caloric deficit. On the other hand, if you start eating at surplus necessary to gain muscle, you're going to get even more body fat. I would suggest right now you focused solely on shedding fat whilst preserving lean body mass. Once you get down to BF% you're comfortable with, then start working on increasing LBM.

    i am 5.2 as well and bounce between 114.8-116.8 on a regular basis. I hear you on the flabbyness and that was main concern too... so i did clx ( chalean extreme) for 3 months and that help me build a bit of muscle and hold onto my lean muscle that i already had. Now i am doing t25 to help shed on that last bit of body fat that i don't want and then when i am done that i am doing a hybird program with both of them to keep me going with muscle and fat shedding to get me where i want to be. I have a trip booked leaving dec 28th and i plan on being at my goal body for that! i am fine with my weight, don't care if i go lower or stay the same but i don't want to go higher at all and have been able to maintain it since Jan... but i need to lower the body fat still. I currently an 22-23% body fat and want to be 20-21 max

    Because you are not overweight you should concentrate on building muscle if you are not happy with how your body looks. Eat at a small surplus and lift heavy weights.

    Focus on your body fat %. Get calipers or have it professional measured as those at home scales are not accurate.

    Eat at a small surplus and lift heavy weights for 4-6 weeks. Than keep lifting, drop your calories down to a small deficit for 4-6 weeks (add in cardio). Keep doing those two cycles until you are happy with how you look. If you still eat at a deficit and do cardio only some of your losses will be from muscle so while the scale will go down the look of your body won't as much as if you were to build muscle.
