I’m around 7 stone 4 and looking to bulk to build muscle. If I then cut after gaining a few pounds, will i just end up back where i started?

Maybe, maybe not. A few lbs is likely to not make much difference and you might gain 1lb of muscle at best. A slow, consistent surplus will yield good results but sometimes even doing everything right, bulk/cuts are slow... Two steps forward one step back type deal. You can end up the same weight but look leaner, more muscular which might only be noticeable when looking at progress photos really closely.
For me it took 3 bulk/cut cycles to make a difference, I ended up being 12lbs heavier overall.. way more muscle base and larger.1 -
How did you know when to bulk and cut?0

I initially started because I was just about underweight and had no choice but to gain/bulk. Then I continued to run cycles because I loved the results.0
