Are you trying to gain weight, or do you just want to maintain your weight while getting more muscular?

If you want to gain weight, lift weights and eat at a calorie surplus with sufficient protein .

If you want to maintain your weight, lift weights and eat at maintenance calories with sufficient protein.

"Bulk up" is not the same thing as "getting bulky". A bulk means intentionally eating in a calorie surplus to gain weight. It is not the only way to gain muscle. However it is the fastest way.

As far as "looking bulky", that's not just something that happens to you by accident. It is a very slow process that can often take years, if at all. So lifting weights and eating in a surplus to "bulk" and gain muscle isnt going to magically turn you into Hulk Hogan.

You can loose or maintain your bodyfat level by gaining muscles. Yes. (I can show you proof 😉)
Tunning calorie intake requires some experience, You can start with simple calculator like this https://www.calculator.net/calorie-calculator.html bcs. right configuration of mfp may be tricky. Check you body/BF visualy or using calipher time to time. Don't try to loose BF too fast.(huge cal deficit) You even dont need a cardio to loose fat, if muscle building is your preffered goal (not overal and cardio health) change cardio days for additional strength days. Its also important how you do your workout. Follow current knowledge in natural bodybuilding. Try to hit each muscle group at least twice a weak and avoid bro split to maximize gains.(you will see results also with bro splits) there is much more to say, but watching ppl like Jeff you will get all the important information. And as was said by @MikePTY its slow process. Dont compare with average steroid powered guy in the gym.
